Signed the Brady Bill, imposing a waiting period and stiffer licensing fees for handgun purchases. Hosted negotiations that led to the Dayton peace accord, an agreement to end warfare between factions in Bosnia and Herzegovina. Initiated sweeping welfare reform in 1996 that included a provision allowing states to set their own welfare guidelines. Career 1968-1970 Studied at Oxford University as a Rhodes Scholar. 1978-1980 Served as governor of Arkansas. 1980-1982 Practiced law in Little Rock, Arkansas. 1982-1993 Served as governor of Arkansas. 1993-2001 President of the United States.
