Herbert Clark Hoover - Biography. 31st president of the United States Birth August 10, 1874 Death October 20, 1964 Home State California Party Republican Term In Office 1929-1933 Vice President Charles Curtis Significant Signed the Agricultural Marketing Act of 1929, farm relief legislation that provided for the purchase of surplus farm products. Acts Signed the Smoot-Hawley Tariff Act, which raised tariffs and contributed to the Great Depression. Created the Reconstruction Finance Corporation, a federal body that lent money to banks, railroads, and insurance companies. Used tanks and troops in 1932 to break up the 'Bonus Army,' a group of World War I veterans who sought promised payment of war certificates. Career 1900 Defended city of Tianjin, China, during the Boxer Rebellion. 1914-1918 Served in administrative posts during World War I. 1918-1921 Served as chairman of the American Relief Administration to assist in administering aid to post-war Europe. 1921-1928 Served as secretary of commerce under presidents Harding and Coolidge. 1929-1933 President of the United States. 1947-1945 and 1953-1955 Served as chairman of the Hoover Commission to increase efficiency in the executive branch. Did You Know Hoover and his wife, Lou Henry Hoover, translated from Latin a 16th-century book on mining called De Re Metallica. Hoover was the first president to have a telephone on his desk. The asteroid Hooveria, discovered in 1920, was named for Herbert Hoover. Hoover published more than 16 books, including Fishing for Fun-And to Wash Your Soul.
